Elê-bika Dêtîkè (/ˈelɘ/ /ˈbika/ [vegetable] [folder]) is a subtropical Town located in the Bëmtlaci Zone of the Union of Engineers.

The name Elê-bika Dêtîkè is derived from the Iron Elvish language, as Elê-bika Dêtîkè was founded by Khèb Tsmthe Fyèdsm, who was culturaly Iron Elven.

Climate

Elê-bika Dêtîkè has a yearly average temperature of 26°C (78°F), with its average temperature during the summer being a warm 28°C (82°F) and its average temperature during the winter being a pleasant 24°C (75°F). Elê-bika Dêtîkè receives an average of 271 cm/y (106 in/y) of precipitation, most of which comes in the form of rain during the spring. Elê-bika Dêtîkè covers an area of nearly 5 km2 (2 mi2), and an average elevation of 4330 m (14206 ft) above sea level.

Overview

Elê-bika Dêtîkè was founded durring the early 12th century in winter of the year 1107, by Khèb Tsmthe Fyèdsm. The establishment of Elê-bika Dêtîkè was only bairly constructed. The sheer number of problems with its founding were enough to make several of the backers funding Elê-bika Dêtîkè's construction back out of the project. Khèb Tsmthe Fyèdsm pushed on reguardles, and Elê-bika Dêtîkè was finished, but starts off as a terible place to live.

Elê-bika Dêtîkè was built using the conventions of Iron Elven durring the early 12th century. Naturaly, all settlmentss have their own look to them, and Elê-bika Dêtîkè is no diffrent. The town's buildings feature timber framed wooden shiethed or brick construction, which gives form to a very formalized, rational, expence effishent arcatectural style based on strictly symmetrical designs which universaly feature pitched roofs, shutters, and the occasional column or pilaster for a decorative touch.

Elê-bika Dêtîkè is buildings are arranged within a network of spacious flagstone streets which form a rectangular grid, where each block verries in size given the proximity of the paralell streets forming each section. The ocasional smaller block has been used to construct a park, plaza, and other communal structures. The town emploies a series of defencive earthworks, spikes, and fences to provide some protection against wild beasts and smaller groups of intelegent foes. Elê-bika Dêtîkè's minimaly adiquite are in an unremarkable state. To some, this is the ideal sate for defences to be in. In need of absoutly nothing, and ready to serve the town as needed.

Looking around Elê-bika Dêtîkè you immediately realise that the locals are looking back at you. All of them. Everywhere you look somone is staring back at you analytically, looking over every inch of you, your gear, and your companions. As you get close to people, their hands move closer to their belt knife, or dagger. You may want to watch where you go and what you say...

Civic Infrastructure

Elê-bika Dêtîkè has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Elê-bika Dêtîkè. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Elê-bika Dêtîkè's parks.

Elê-bika Dêtîkè has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Elê-bika Dêtîkè.

Elê-bika Dêtîkè has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.

Elê-bika Dêtîkè has a Department of Firefighters, which is responsible for organizing fire fighting efforts during a fire and enforcing local ordinances relating to fire safety.

Elê-bika Dêtîkè has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.

Elê-bika Dêtîkè has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Elê-bika Dêtîkè's public wards, blessings, and other arcane systems.

Elê-bika Dêtîkè has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Elê-bika Dêtîkè's natural decorations nor waterways.

Elê-bika Dêtîkè has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.

Elê-bika Dêtîkè has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.

Elê-bika Dêtîkè is home to a University which provides higher education in a variety of fields, and also serves as a research institute for those same fields.

Cultural Notes

While Elê-bika Dêtîkè has a public leader, the real authority is hidden from outsiders. This ruler may draw their authority from rationales unacceptable to outsiders, they may have cowed the public authority into obedience, or they may have a mutually beneficial private arrangement with the official ruler.

Elê-bika Dêtîkè's mayor's house was built using a different architectural style from the rest of the town. The style used is characterized by grandeur of scale, simplicity of geometric forms, dramatic use of columns, and a preference for blank walls. This design ethos extended to re-imagining earlier styles of structure to create them anew, with a similar overall look and feel to one another..

Due to the actions of local Kami, winter is long in Elê-bika Dêtîkè.
